Of course that is a simplistic lie so the cartoonist could make fun of the members of the U.S. Congress and Senate.

The truth is most members of the U.S. Congress and Senate are not stupid morons who don't know how to cut spending.

I am sure all of the members of both the U.S. Congress and Senate are so smart they could cut spending and balance the budget overnight if they wanted to.

The problem is most members of the U.S. Congress and Senate are thieves who are using their elected office to steal money from the taxpayers they rule over and give it to themselves and to the special interest groups that helped them get elected.

I am sure those Congressmen and Senators love it when cartoonists portray them as dumb morons who are incapable of balancing the budget instead of the thieves they are.
